Yulia Levochkina is a former Member of the Ukrainian Parliament (VI–IX convocations), who worked in the financial sector before entering parliament. Her public profile includes legislative work, international parliamentary contacts and family business connections.

Finance and the move into politics

Prior to her parliamentary career, Yulia Vladimirovna Lyovochkina worked in the financial sector. The biographical profile on ‘Parliament.UA’ notes that she carried out analytical work at the Ukrainian branch of Credit Suisse First Boston in 2000–2001. Her professional career subsequently shifted to parliament. [1]

She was elected to the Verkhovna Rada in the 6th, 7th, 8th and 9th convocations. The official profile for the 9th convocation records her election on the Opposition Platform – For Life list, with her term of office commencing on 29 August 2019 and ending on 1 December 2022. Therefore, in current reports, she should be referred to as a former MP. [2]

International parliamentary work

In the most recent convocation, Levochkina held the post of Deputy Chair of the Committee on Foreign Policy and Inter-Parliamentary Cooperation. Her work also involved parliamentary international delegations. This is a distinct part of her biography which should not be replaced solely by a reference to her brother, Sergei Levochkin. [2] [1]

In late November 2022, she announced her intention to resign her seat, citing family circumstances. Radio Free Europe reported on this announcement separately; the parliamentary website confirms the final date on which her parliamentary mandate will cease. [3] [2]

Connections requiring a precise description

In the Bihus.Info investigation into Pylypets, Levochkina is mentioned in connection with her husband, Andriy Vingranovsky, who is linked to the company ‘Borzhava Centre’. [4]

A family connection does not imply that Levochkina was automatically involved in every transaction carried out by her husband or brother. This profile distinguishes between her own career and the context of other individuals’ companies; unconfirmed roles in land transactions have not been attributed to her.
