Oleg Viktorovich Boiko was born on 28 September 1964 in Moscow. He graduated from the Moscow Aviation Institute in 1986; whilst still a student, he worked at the computing centre of Moscow State University. In 1988, he set up a co-operative specialising in computers and software, followed by the ‘OLBI’ group and ‘National Credit’ Bank. In 1996, he founded Finstar together with his partners. [1] [2]
