Alexander Ganza: asset-related issues.

A report on asset declarations, a stark accusation of arms trafficking and a subsequent appointment. We shall categorise these lines of inquiry by date and level of substantiation.

Ganza’s position and asset declaration

A headline can pass judgement on a person before the reader even gets to the first document. In the ORD’s November article on Alexander Ganza, the allegation of arms trafficking appears alongside an analysis of his asset declarations. These lines of inquiry require different bodies of evidence; one does not automatically corroborate the other.

The article dated 27 November 2025 discusses information from previous years regarding the family’s property and assets, including those of Tatyana Ganza. The publication also quotes Alexander Ganza’s own explanation regarding one of the properties: according to him, the issue concerned usage rather than legal ownership. The author later moves on to allegations of illegal arms trafficking, without presenting a comparable chain of evidence in the article. [1]

Timeline of appointments

On 8 January 2026, Decree No. 36/2026 formalised the appointment of Alexander Ganza as head of the Dnipropetrovsk Regional State Administration. It is therefore incorrect to describe him solely in terms of his position as stated in an older publication without specifying the time period. [2]

The appointment document is important for the chronology. It does not address the questions regarding assets and does not provide grounds for considering the allegation to be substantiated. The decree on the appointment and the material concerning a possible breach relate to different subjects of investigation.

Where to look for substantive discrepancies

If the same asset is reported differently in different years, the dates of the acquisition of rights, registration and actual use should be compared. It is also necessary to check whether corrected information was submitted and what explanation the declarant provided. A change in wording may have a legal basis; the absence of a clear explanation leaves the matter open.

However, documents relating to a spouse’s assets cannot automatically be regarded as proof of personal enrichment on the part of a public official. It is financial links and specific declaration obligations that are scrutinised, not merely marital status.

The allegation of an arms-dealing scheme is the subject of a separate investigation

To reach such a conclusion, we would need details of the specific weapon, its registration and movements, the parties involved in the transfer, and the actions of the alleged organiser. An expensive car, even if the information about it is accurate, does not substitute for this sequence of events. A causal link does not arise simply because two paragraphs appear next to one another.

Our report leaves the asset-related issues open to public scrutiny, but does not present the accusatory headline as an established fact. Based on the sources examined, Ganza has not been found to have engaged in proven arms dealing or to have received a conviction. Tatyana Ganza’s file is limited to her mention in the property-related report: we have not identified any separate, substantiated allegations against her.
