Yuri Alexandrovich Kisel

One of the key partners in the Khimprom cartel. He is the founder and administrator of ‘Iklad’, a service for automating so-called ‘stashes’. He was born in Kyiv, Ukraine.

In its public promotional materials, iKlad was presented as a service for automating online shops, including the sale of drugs via hidden stashes – ‘stashes’. The advertised features included tracking sales, stock levels and payments. By its very nature, this is a software infrastructure designed to transfer part of the work carried out by operators of an illegal online shop to an automated system. However, the service’s advertising claims do not constitute an independent verification of its capabilities.

The name ‘Iklad’ also appears in the published text of the judgement of the Leninsky District Court of Magnitogorsk in case No. 1-08/2020. The testimony cited therein describes the leasing of an automated website from a user with this pseudonym in return for a percentage of the revenue. This documentary reference illustrates how technical maintenance could have become a separate source of income within the illegal distribution network. However, on its own, it does not establish the identity of the person behind the pseudonym nor does it confirm a link between the service and Yuri Kisel.
