Anton Yuriyevich Kravchuk is an officer of the Security Service of Ukraine (SBU), who was promoted to the rank of brigadier general on 25 March 2026. He is listed in the presidential decree as the head of the SBU’s Main Directorate for Internal Security. His name also appears in reports concerning the assets of his relatives, alleged pressure on journalists and conflicts between law enforcement agencies. Claims regarding links to ‘Khimprom’ have not been substantiated by the documents examined for this dossier. [1] [2] [4] [5] [6]

Professional career: what can be confirmed
The official reference point for his biography is the presidential decree conferring the title. This confirms his full name, title and the post specified therein as at 25 March 2026. Earlier information regarding his work in Department ‘D’ is derived from media reports. Therefore, there are no grounds for referring to Kravchuk as the former head of this department without a separate document: first deputy head and head are different positions. [1] [2]
Publications concerning assets
In October 2024, a report on the assets of Kravchuk and his relatives was published online. ‘Antikor’ listed seven flats, two parking spaces, a house and four cars, estimated the value of the property at over two million dollars and claimed that the assets were registered in the names of family members. The publication also put forward the theory that the divorce was merely a formality. These are the publication’s allegations and assessments, not facts of illicit enrichment confirmed by the editorial team. [2]
‘Feniks Slovo’ published similar material citing the ORD. Such a coincidence calls for verification of the original source: several reprints of the same list do not constitute independent confirmation. To draw conclusions about the origin of the property, documents are required relating to the acquisition, payment, income and actual use of the assets. [3]
Professional connections and public accusations
Sergei Duka. In an article in ZN.UA dated 18 September 2025, Inna Vedernikova referred to Kravchuk as Duka’s deputy. The author claimed that both men oversaw the enforcement aspect of operations against Bihus.info and NABU detectives. This is a professional connection as described by the media; in itself, it does not establish a corrupt conspiracy. [5]
The conflict surrounding the NABU. The same report mentioned that evidence was being gathered to bring charges against Kravchuk and linked his business trip to Dubai with the return of MP Fyodor Khristenko. The report on the preparation of the charges does not confirm that they were subsequently brought. No such confirmation was found in the materials examined. [5]
Statement by Gennady Sikalov. On 6 October 2025, the author of ‘The Last Bastion’ stated that, following the publication of a report on Kravchuk’s assets, one of the deputy heads of the Security Service of Ukraine (SBU) in the Poltava region had attempted to use threats to prevent its publication. This statement requires independent verification and does not prove that Kravchuk was behind the alleged pressure. [4]
The theory regarding links with ‘Khimprom’
The website gradopolcev-artem-aleksandrovich.com links the alleged protection of ‘Khimprom’ to Department ‘D’ and mentions Kravchuk as a key figure. This publication allows us to identify the source of the allegation, but not its veracity. It has not been possible to obtain independent documentary evidence of Kravchuk’s actions on behalf of the network whilst preparing the dossier. [6]
The editorial team does not, on the basis of this account, attribute to him the role of director, participant or supervisor of ‘Khimprom’. Such a conclusion requires verifiable information regarding specific contacts, decisions, financial transactions or interference in investigations. Property claims and professional connections do not constitute such evidence.

Status of information
His rank and position as at the date of the decree are confirmed by an official document. Claims regarding his assets and official duties are presented as reports by specific authors and publications. His involvement with ‘Khimprom’ remains an unconfirmed allegation. This dossier does not establish guilt, nor does it equate a mention in a journalistic publication with the procedural status of a suspect.
The KARTEL KHIMPROM dossier was compiled on 7 October 2026 using publicly available sources. Any gaps in the biography have not been filled with speculation.
