Andrei Nikolaevich Vingranovsky was born on 31 July 1963. This date is confirmed by a publication from the Ukrainian Academic Rowing Federation. He is the son of the writer and filmmaker Mykola Vingranovsky; the ‘KyivVladi’ biographical profile also describes the work of a foundation dedicated to preserving his creative legacy. [1] [2]

From 2006 to 2008, Vingranovsky was a member of the Kyiv City Council and served on the land commission.
