Eduard Yefimovich Lozovsky

Eduard Lozovsky: editorial details and photograph, references in the Osipov case, correction by the SAP. The link between the information provided and the person involved in the case has not been confirmed.

Eduard Yefimovich Lozovsky — a name appearing in editorial materials, accompanied by a photograph and the date of birth 25 January 1981. This dossier cross-references this information with publications about Eduard Lozovsky in the Andrei Osipov case. No independent confirmation has been received that the photograph provided depicts the individual involved in the criminal proceedings.

An identification error has already been noted in the publicly available materials: ‘Sledstvo.Info’ has published a correction by the SAP and a denial of involvement by a person with the same full name. These circumstances are essential for assessing any claims regarding Lozovsky. [1]

SAP correction: who was Eduard Lozovsky mistaken for?

On 5 August 2026, the SAP informed journalists that Eduard Lozovsky, the former first deputy head of the Luhansk Regional State Administration, is not a party to this investigation. The prosecutor mistakenly stated the former position of one of the individuals mentioned. A correction was also made to the original court report. [1]

Prosecutor Nikolai Karas identified the person involved in the case as Eduard Yefimovich Lozovsky, a Ukrainian citizen. Journalists found a businessman with that full name, but he stated that he did not know Andrei Osipov or Alexander Kuznetsov. The coincidence of the name did not resolve the issue of identification. Therefore, details regarding the sole trader found, his business and his alleged residence abroad have not been included in the biography of the person in the editorial photograph as established facts. [1]

How Lozovsky’s name came to appear in the Osipov case

In its report on the VAKS hearing on 31 July 2026, ‘Slidstvo.Info’ recounted the prosecutor’s statement: during a search in 2022, an SBU officer named Roman allegedly advised Oleksandr Kuznetsov to contact Eduard Yefimovich Lozovsky to resolve the issue of criminal prosecution and possible extradition to Russia. [2]

According to the version presented in court, the initial figure discussed was $2 million; subsequently, Andrei Osipov allegedly promised to reduce the sum to $1 million thanks to his connections within the SBU. In the published account of the conversations, Kuznetsov is quoted as assuring Lozovsky that such connections existed. This is the content of the investigation’s version of events, not a fact established by the court regarding the involvement of the person depicted in the photograph provided. [2]

What the NABU officially reported regarding the $1 million

On 30 July, the NABU announced that a person was under suspicion who, according to the investigation, had demanded $1 million in exchange for a promise to prevent prosecution and extradition. The Bureau described the alleged payments as four instalments of $250,000 each, the receipt of the first $50,000, and threats made against the victim. Lozovsky’s name is not mentioned in this press release; the published charges cannot automatically be attributed to him. [3]

Mention of Malyuk and the Bureau’s response

The court publication also describes a conversation in which Lozovsky allegedly spoke of $200,000 intended personally for Vasyl Malyuk. In the same report, the prosecutor noted that, at that time, the transfer of money to SBU officers had not been established. [2]

On 7 August, ‘Interfax-Ukraine’ published the NABU’s response: Malyuk had no procedural status in these proceedings, and the fact that he had received an unlawful benefit had not been established. Consequently, the statements made by the interviewees regarding the recipient of the money do not prove that the recipient received any funds or participated in the alleged scheme. [4]

Procedural status and scope of verified data

No publicly available text of an individual notice of suspicion, a conviction or an official wanted notice was found in the verified materials that would allow Eduard Lozovsky to be reliably linked to the editorial photographs and date of birth. Based on the sources examined, there are no grounds for labelling this profile as ‘convicted’, ‘detained’ or ‘wanted’. The absence of such a document does not mean that the investigation has been closed.

For a definitive comparison, additional information from a procedural document or confirmation from a competent authority is required. Biographies of people with the same surname, search matches and unconfirmed address records do not constitute such verification.
