Rasim Tagiev is an entrepreneur whom the authors of investigations into Diamond Pay name as one of the alleged key figures involved in the management of the payment business. A separate strand of his biography relates to a criminal case concerning unlawful gains at the National Bank of Ukraine. These two stories relate to different periods and require separate assessment. [5] [1]
The case concerning unlawful gains at the National Bank of Ukraine
In the public case file No. 757/62123/17-k, Rasim Surkhay oglu Tagiev is listed amongst the defendants alongside Sergey Shatsky, Sergey Galakhin and Alexander Krivoruchko. A ruling by the Pechersk District Court of Kyiv dated 24 April 2018 confirms the scheduling of proceedings on the indictment. [1] [2]
The text of the ruling examines the charges under Article 368 of the Criminal Code of Ukraine and the provisions on complicity. Therefore, the commonly cited account that he ‘gave a bribe to an official’ cannot, without further clarification, be taken as the role assigned to Tagiev by the court. The names in the ruling itself have been anonymised; the specific references are taken from the case file. No verdict or document terminating these proceedings was found during this review. [2]
What is his connection to Diamond Pay?
In a publication dated 27 July 2024, journalist Yevgeny Plinsky named Tagiev and Maxim Sigalov as the alleged beneficial owners of the payment business. He also described a payment of 350,000 hryvnias made to Tagiev’s sole trader business on 1 April 2024. This information comes from a journalistic source; the editorial team has not independently verified the bank statement. [3]
The Znai.ua programme expands on this version, linking Tagiev to a network of payment companies. The estimates of the entire network’s turnover cited there cannot automatically be regarded as Tagiev’s personal income. [5]
Farid Tagiev and his corporate links with Sigalov
In the programme, Farid Tagiev is referred to as Rasim’s brother. Corporate sources confirm that it is indeed Farid who is involved in ‘Kapital Investments’ alongside Maxim Sigalov. This in itself does not prove that Rasim actually exercises control over this company. [5] [4]
Level of confirmation
Documented involvement in an old court case and a journalistic account of control over Diamond Pay are different grounds for mention. The dossier does not assert that Tagiev’s guilt in relation to the Diamond Pay transactions has been established by a court. His date of birth has not been established from a reliably identified open source.
