Sergey Mamoyan (1984–2024) was an entrepreneur and a member of the Kyiv City Council of the 9th convocation, having previously served on the Poltava Regional Council. His tenure as a councillor came to an end on 3 November 2024: he died in a road traffic accident.

Sergey Choloevich Mamoyan was born on 1 April 1984 in Karakert, Armenia. According to CHESNO, between 2007 and 2018 he held senior positions at ‘MALDS Group’, including those of financial director and chief executive. He began his political career at regional level: in 2015, he was elected to the Poltava Regional Council as a candidate for Sergei Kaplin’s Party of Ordinary People. [1]
In 2016, he stood in the by-election to the Verkhovna Rada for constituency No. 151, but did not win a seat. In 2020, he was elected to the Kyiv City Council as a member of the Opposition Platform – For Life party and served on the Committee on Transport, Communications and Advertising.
