Education and public service career

Sergey Vladimirovich Lyovochkin was born on 17 July 1972 in Kyiv. He studied economics and later went on to study international law. His academic record includes a candidate’s thesis and a doctoral thesis on financial topics. Before taking up senior government posts, he worked in the business sector and for a charitable foundation promoting the development of the Donetsk region. [1]

From 1999, he worked in Leonid Kuchma’s team: as a scientific adviser, aide-de-camp, assistant, and subsequently as first assistant to the president. In 2006, he became head of the Prime Minister’s Office, and in 2007 he was elected to parliament as a candidate for the Party of Regions. From 2010 until January 2014, he headed the administration of President Viktor Yanukovych. [1]

After 2014, he continued his parliamentary work, first with the ‘Opposition Bloc’ and then with the OPZZh. In the 9th convocation, he served on the Committee on National Security, Defence and Intelligence. [1]

Media business

The CHESNO profile details his involvement in the ownership structure of the ‘Inter’ television channel following a deal in 2013. The overlap between his political office and his interests in a major media organisation is a subject of particular public attention. One cannot, without verification, equate the historical ownership structure with its current ownership structure. [2]

A return to the issue of land

In August 2025, Bihus.Info documented meetings between Levochkin and Vladislav Kaskiiv, as well as other participants in discussions regarding a resort project. [3]

Mere participation in a meeting does not in itself establish ownership of all associated plots of land or involvement in illegal transactions. To make a comprehensive assessment, it is important to consider roles within companies, changes in corporate ownership, and land-related documents. This dossier does not equate political influence with proven criminal liability.
