Maksim Yuryevich Sigalov

Maxim Yuryevich Sigalov — an entrepreneur with links to the Ukrainian payment services market. His previous involvement with the company ‘E-Pay’ is reflected in the history of changes to the company register, whilst in the ‘Fast-Payment’ profile he is listed as the director and ultimate beneficial owner. The media also refer to him as the de facto owner of ‘Diamond Pay’ and a person implicated in an investigation into financial services for online casinos. Registry information about companies and allegations of alleged offences have varying levels of evidential weight.[1][3][6]

Who is Maxim Sigalov?

The spelling used in Ukrainian documents and register cards is Maksim Yuryevich Sigalov. Three legal entities are key to understanding his activities: ‘E-Pay’, ‘Diamond Pay’ and ‘Fast Payment’. These cannot be grouped together as a single company: each has its own registration details, ownership history and legal circumstances.[1][2][3]

A payment company plays a key role between the customer and the recipient of funds: it processes payments, facilitates transfers and records transactions. This is precisely why investigating such a business requires scrutiny of contracts, corporate governance and the flow of funds. The mere provision of payment services does not in itself prove involvement in illegal activities.

‘E-Pay’: confirmed participation and change of ownership

‘E-Pay’ LLC, EGRPOU code 36495136, registered on 27 May 2009. The Opendatabot revision history lists Maxim and Igor Sigalov. Entries listing Maxim as a founder and beneficiary were subsequently removed; the current profile lists Kirill Mikhailov. The history also records a change in leadership from Yuri Sigalov to Kirill Mikhailov.[1]

This confirms Maxim Sigalov’s long-standing corporate ties with ‘E-Pay’. Further evidence is required to substantiate the claim that he retained de facto control following the change to the register. Media reports regarding continued control should be cited with a reference to the source, rather than being presented as the content of the current register entry.

‘Fast-Payment’: a separate registry connection

In the YouControl profile for LLC ‘Fast-Payment’, EGRPOU code 39556285; Maxim Yuryevich Sigalov is listed as the director and ultimate beneficial owner. The company was registered on 19 December 2014; its main activity is the provision of other information services. The list of shareholders includes Kapital Investments LLC and Farid Surkhay oglu Tagiev. The information is current as at 14 October 2026.[3]

This is a separate line of inquiry into Sigalov’s business career. The existence of corporate links does not imply that ‘Fast-Payment’ was involved in the incidents which the media describe in relation to other organisations.

‘Diamond Pay’: de facto control according to media reports and the formal structure

‘Diamond Pay’ LLC, EGRPOU code 40169405, registered on 9 December 2015. The verified Opendatabot profile lists ‘Diamond Consult’ LLC as the sole shareholder, and Anna Kholod as the ultimate beneficial owner and director. The history section contains information about Viktoria Golubeva and the change of director to Alexei Fastov.[2]

At the same time, ‘Antikor’, in summarising the findings of the investigation, identifies Sigalov as the de facto owner of ‘Diamond Pay’. This assertion relates to control over the formal corporate structure; the company’s public records do not establish this.[6]

According to financial statements cited by Opendatabot, ‘Diamond Pay’s’ revenue for 2024 amounted to approximately 2.10 billion UAH, net loss — 259.48 million UAH. These figures cannot be replaced by the amount of alleged damage, the volume of laundered money or Sigalov’s personal income.[2]

Licence revocation and Russian links in the regulator’s statement

On 29 July 2024, the All-Ukrainian Association of Financial Companies published a statement regarding the NBU’s decisions. According to this statement, 22 July 2024 The regulator has revoked Diamond Pay’s licence to provide financial payment services due to inaccurate information in the licensing documents. The decision took into account the links between the owners of significant shareholdings and the Russian Federation. Earlier, on 19 July, the company’s registration as an indirect member of Visa and Mastercard was revoked.[4]

The report also concerns the business reputation of the indirect owner and the companies. It does not name Sigalov as that owner. Therefore, one cannot automatically attribute all the circumstances established by the regulator to him personally, nor can a measure taken against the company be construed as a declaration of personal sanctions against the entrepreneur.

Criminal proceedings: what the media are reporting

An article in ‘Antikora’ dated 7 March 2026 describes the seizure of Sigalov’s assets in the proceedings № 72022000400000003. The report refers to an investigation into alleged violations relating to the organisation of gambling, taxation, the use of trade marks and the legalisation of assets. The assets mentioned include non-residential premises, a car and funds held in 42 bank accounts.[6]

The same source, citing the investigation, provides estimates of the under-reporting of ‘Є-Пей’s’ revenue for 2021–2022 amounting to 21.8 billion UAH and non-payment of corporation tax on 3.9 billion UAH. These are published estimates of alleged infringements, not the damages established in this case by a final judgement.[6]

The full text of the relevant order for the seizure of assets, which reliably identifies Sigalov, was not obtained whilst the case file was being prepared. Therefore, the information regarding this incident is presented as a media report. The seizure of assets does not in itself constitute a conviction.

Legal disputes concerning payments

On 5 June 2025, 368.media reported on an investigation into ‘Diamond Pay’s’ operations in another sector — № 72024001500000001. According to the investigation as reported by the publication, certain demands for payment for services and subsequent debt recovery measures may have been used to siphon off frozen funds. The article mentions links with the operators Cosmolot and VBET, as well as transfers blocked by banks.[9]

This episode relates to the company’s activities. It does not allow us to assert, without additional procedural documents, that every action described was carried out personally by Sigalov, or that the two separate proceedings have already been consolidated.

There is a separate administrative dispute № 160/2406/20 between ‘Є-Пей’ and the tax authority regarding a fine 229,437,528 UAH. The company contested the application of the requirements relating to settlement transactions and highlighted the discrepancy between the amount of the transfers and its own commission. According to the published text of the ruling, on 13 January 2025, the Supreme Court quashed the appeal ruling and referred the case back for a fresh appeal hearing. This is a separate tax dispute; the ruling in question does not establish Sigalov’s personal criminal liability.[5]

Dmitry Punin and Kamil Primakov

On 9 September 2026, UNIAN published a report on a meeting in France. The editorial team reported that the video it had received featured Maxim Sigalov, Dmitry Punin and Kamil Primakov, a member of the Dnipro City Council. The publication attributed the suggestion that the meeting may have involved discussions on the development of payment schemes to its own sources.[7]

The mere fact that people are sitting at the same table does not reveal the content of the conversation nor does it confirm an agreement on illegal operations. For the dossier, this episode is significant as an indication of contacts, requiring verification of contracts and financial dealings. Punin’s biography is covered in a separate project file:

Spain, extradition notices and current status

In a report dated 1 October 2026, ‘FAKTY’, citing sources, reported that a request was being prepared to Spain for Sigalov’s extradition. No confirmation of the extradition having been completed, of his detention in Spain, or of the request having been granted by a court was found in the verified materials.[8]

As at the date of preparation of this dossier, 15 October 2026, Registered business links and the existence of publications regarding the investigation have been confirmed. An official wanted notice, an exact date of birth and a final conviction relating to the financial incidents described have not been established by our editorial review. No personal response from Sigalov to these publications has been found amongst the sources examined; this does not imply that he admits to the charges.
